President Ho Chi Minh at the 15th Central Committee Conference
On January 12, 1959, President Ho Chi Minh presided over the 15th Central Committee Conference, leading to the issuance of Resolution 15, which marked a new strategic approach for southern Vietnam. This resolution proposed a shift from political struggle to armed resistance. On December 20, 1960, the National Liberation Front of South Vietnam was established in a liberated area of southeastern Vietnam, adopting a 10-point declaration aimed at overthrowing the Saigon government, liberating the South, and unifying the country.
In Thua Thien Hue, after attending the expanded 15th Central Committee Conference, comrade Ngo Len (Ngo Ha) returned as Provincial Party Secretary. He and the Provincial Party Committee swiftly organized educational sessions to implement Resolution 15. A strategic objective of Resolution 15 was to open Route 559, also known as the Ho Chi Minh Trail, to support national unification. The mountainous areas of Thua Thien Hue, with Route 559 connecting them to the nation, gradually became a revolutionary base, supporting the lowland areas in their struggle for independence.
