On December 22, 1953, on the 9th anniversary of the founding of the Vietnam People's Army, Uncle Ho sent a letter of greeting and compliment to the cadres and soldiers. In his letter, Uncle Ho wrote “... On this occasion, I gave each Battalion and each Inter-Region a “Winner” as a circular award...”. At the same time, he also presented the “winner” flag to the army, and encouraged units to try their best to kill the enemy and complete their tasks in the Dien Bien Phu campaign.
With great contributions in the resistance war against the French (1946 - 1954), especially achievements in coordination with the main battlefield, expanding the base area in the period 1953 -1954, the Party Committee and army and people of Thua Thien Hue province were given the circular awards of “winner” flags by President Ho Chi Minh and the Third Class Resistance Medal by the Government. This is a great reward recognizing the outstanding achievements of the Party Committee, army and people of Thua Thien Hue in the resistance war against the French and is the pride of the entire Party Committee, army and people of Thua Thien Hue.
