Theme 3: President Ho Chi Minh struggled, defended, creatively applied and developed Lenin's guideline on national and colonial issues (1920-1924).
It introduced President Ho Chi Minh's activities in the French Communist Party, the international communist movements and workers' movements. Also during this period, President Ho Chi Minh persistently fought for Lenin's arguments on national and colonial issues.

- Since becoming a member of the Communist Party, President Ho Chi Minh realized that it was necessary to strengthen propaganda and organization to promote movements in colonial countries. He joined in establishing the Colonial Union, actively worked in the Colonial Studies Department established by the French Communist Party. In 1922, the Colonial Union published the newspaper Le Paria (Poverty). President Ho Chi Minh took charge of the following positions: chief editor, chairman and painter for the newspaper, and made regular financial contribution and enthusiastically worked for the newspaper.
Thanks to his activities, many Vietnamese people better understood the intention of the colonialists, and initially got to know about Lenin and the Russian October Revolution. It helped to guide revolutionaries in colonial countries to fight for national liberation according to Lenin's ideology, which was the thought that linked the fight for national liberation with the struggle for socialism.
- In 1923, he left France for the Soviet Union, the homeland of the October Revolution. Arriving in the Soviet Union, he participated in the 5th Congress of the Communist International; The 1st International Farmers Conference; 4th International Youth Congress IV; 3rd International Trade Union Congress.
- At the 5th Congress of the Communist International, he pointed out to the Communist International the reality of the colony, and its role... He talked about the destiny of the proletariat in colonial countries; He called for implementation of Lenin's exhortation on the colonial issues and he suggested that the Communist International should help the people of the colonial countries organize training for their leaders.
- During this period, he attended a short study course at the Oriental University and worked at the Oriental Communist International Ministry. He wrote many articles posted in the International Correspondence, and Truth journals... presenting his opinions on the national liberation revolution.
